The Company was incorporated in 1978 to oversee operations in onshore concession areas covering approximately 21,000 square kilometers including five of the most important mainland oilfields in the region. During the first quarter of 2006, the inauguration of the North East BAB has been started.
Leads and coordinates the preparation and development of short/long term plans and programs for assigned area covering, business plan, field development master plan, performance enhancement program, quality improvement schemes, etc. Conduct technically/economical studies in conjunction with other departments/ divisions in support of such plans and programs and monitors and reports on divisional performance against them. Ensures that divisional plans are consistent with the company’s objectives and guidelines. Participates and may lead annual self audit teams including setting teams objectives, terms of reference, plan of action, ensuring timely execution of audit program and timely reporting of audit findings and recommendations. Employees intimate knowledge of the operations requirement, company objectives and policies to ensure adequacy of various plans and prepares and uses advanced planning and analysis tools to ensure consistency of divisional plans with company objectives and targets. Includes risk assessment, bench marking, cost and sensitivity analysis using available software such as 3MS, IFS, IDSS, DEAP to obtain, analyze data and forecast planning options.
a. Directs and supervises the activities of assigned personnel in the Planning Section. Performs supervisory functions and exercises financial authority at the level established by management for the position.
b. Coordinates the preparation and production of the Division’s rolling 5 year Business Plan including the semi annual plan overview. Includes liaising with counterparts in BSD to obtain plan requirements and with department heads and senior personnel in assigned area to obtain departmental contributions. Highlights all expenditure items in excess of $ 0.5 million ensuring proper justifications are included for such items in the plan overview. Maintains close liaison with all parties concerned throughout the planning cycle to ensure timely response to related queries until plan approval by ISH. Perpetrates technical write ups on reservoir, production, drilling, engineering and other related issues for inclusion in the plan document.
c. Prepares and maintains the Field Master Plan for assigned area in close coordination with other departments to ensure that all oil, water and gas production/injection activities are fully addressed and duly covered. Includes identifying objectives and activities, collecting, collating and analyzing pertinent data, liaising with PDD and EMPD to obtain their input, ensure consistency with set production/injection targets and consolidating into a draft master plan. Discusses with supervisor and divisional management concerned and finalizes accordingly. Reviews and updates quarterly to reflect changes in divisional objectives/targets, PDD, EMPD plans. Ensures the area’s asset integrity is maintained at all times and clearly reflected in the plan document.
d. Conducts technical/economical planning studies and prepares short and long term working programs in line with the division’s business, master plans objectives and Company guidelines in coordination with other departments, PDD, DD, EMPD and OSD, as required. This include studies on optimizing planning activities with respect to oil, water and gas production/injection, drilling schedules and work over programs, resource utilization and manpower planning to identify gaps and to ensure optimum levels are maintained to achieve divisional targets. Utilizes available software and planning tools for data gathering, analysis and projection including 3MS, PIES, IFS, IDSS, DEAP to facilitate planing, performance reporting and bench marking.
e. Coordinates and leads activity reporting within assigned division including the preparation/compilation of the division monthly planning reports covering key activities in oil production, water/gas injection, gas production, safety, contracts, cost control, etc. Highlights areas where deviations are noted which may impact divisional targets and follows up on corrective action to ensure targets are achieved as per original plan. Prepares the division’s contributions to the monthly corporate activity report including divisional performance measures. This includes obtaining other departments’ input, consolidating information in agreed format, drafting report for review by concerned department heads and subsequent approval of the division manager. Liaises with BSD to clarify any queries. Coordinates the preparation and updating of the divisions technical data and visitors booklets.
f. Participates in the development, review and maintenance of divisional policies, procedures and work practices and prepares appropriate recommendations for improvement. Develops division wide improvement plans and promotes their acceptance and implementation. Promotes effective working relationships with other functions in the area to ensure continued exchange of ideas aimed at enhancing business practices.
g. Reviews and scrutinizes all proposals for expenditures (EP/1s) and any other financial/budget proposal before further processing for management approval. Conducts necessary financial analysis (as per units set by ADCO) using net present value (NPV) and/or UTC techniques to ensure optimal economic options are adopted. Monitors changes to the division’s work plan and changes to PDD and EMPD plans and identifies their impact on approved budget. Identifies areas of savings and coordinates the preparation of JMC telexes to amend budget accordingly.
h. Monitors divisional performance and issues monthly performance reports. This includes conducting benchmarking reviews of key activities to monitor performance and recommend improvements accordingly. Ensures that performance is maintained above set targets, investigates deviations, recommends corrective action and follows up on implementation. Undertakes reviews and studies to identify potential areas for divisional performance enhancement and work practices improvements, without compromising the integrity of the asset/production targets.
i. Coordinates and identifies the division’s annual self audit program. This includes identifying activities of high risk impact on operations, lead self audit teams, preparing scope of work and the team’s terms of reference, providing technical guidance to ensure that plans are executed and team’s objectives are achieved, reporting on progress regularly, reviews final report and recommendations, circulates to other division to ensure exchange of best practices. Follows up implementations of approved recommendations.
j. Undertakes and coordinates the development of divisional operation plans in conjunction with other departments, GASCO, ADNOC, Oil Movement in OSD and other concerned parties within ADCO to ensure that production/export targets are met at all times.
k. Coordinate with Internal Audit annual audit program related to assigned division. This includes reviewing and amending audit programs to cater for operations requirements, facilitating timely completion of the program, reviewing audit findings and assisting concerned departments in commenting/answering audit queries. Follows up implementation of approved audit recommendations and reports on progress until all identified issues are addressed.
l. Participates and coordinates the development of the division’s Information Technology plans covering hardware and software requirements. Includes investigating and identifying requirements, evaluating new packages, following up with ITD to ensure that identified requirements are addressed. Liaises with colleagues in the area to promote adoption of new IT technology and exchange know how. Liaises with ITD on resolution of daily problems related to existing software and network link.
m. Participates in the Company Quality Improvement Drive through workshops and informal awareness programs. May represent the division in functional Quality Improvement Teams (QITs) and conduct quality awareness seminars for divisional employees periodically.
n. Plans and participates in the training and development of UAE national employees assigned to his department. Includes assessing employees’ training and development needs, directing the preparation of structured development programs, monitoring and reporting on progress and counseling employees as required.
o Knows the Company Health, Safety and Environment Policy, Procedures, Regulations and Objectives as they relate to his area of responsibility, and ensures that they are effectively implemented in his domain. Ensures, by appropriate monitoring and review, that work under his control is performed in a safe and environmental sound manner. Ensures effective accident investigation and follow up.
p. Carries out other similar or related duties such as providing his area’s monthly statistics for Population at Risk in liaison with other divisions which has population on site for risk assessment; reviews and endorses low purchase orders raised by subordinates prepares presentations, as required, for management meetings and ISH presentation ensuring that all relevant issues are addressed.
Minimum Requirements :
a. B.Sc. in an Engineering Discipline.
b. 10 years planning experience in Oil/Gas production industry including intimate knowledge of production and maintenance functions.
c. Very good knowledge of computer aided planning tools.
d. Very good knowledge of English.
e. Valid UAE driving license is preferable.
Work Contacts :
Daily contacts with all Senior employees within the Division up to Department Head/Manager level, to provide technical/economic advice on business planning, performance enhancement and to coordinate integrated work programs, divisional plans and contribution to company reports and publications. Frequent contacts with counter parts in other divisions, e.g. PDD, EMPD, Drilling etc. up to Department Heads level to exchange information, advise on operations requirements and /or the impact of their plans/work programs on operations and coordinate common plans. Occasional contacts with counterparts in GASCO and ADNOC to advise on operations requirements/targets and coordinate related plans.
Independence of Operation :
Plans and devises own work methods and carried out work assignment in accordance with established company policies, specialized professional standards and industry practices. Excessive judgment with respect to recommendations regarding resource optimization and setting of performance indicators. Completed assignments are subject of general review and directions
Responsible for the preparation of integrated long term work programs which sets the plan term for major production and maintenance activities in the field and may impact work programs of other divisions, e.g. PDD, EMPD, Drilling, etc. The job holder is also accountable for the provision of technical and economic advice related to major investment opportunities. The analysis may influence management and ISH decisions on long term and costly strategies.
Physical Requirement :
Minimal, with occasional visits to work sites which involves walking and standing for approximately 20% of the working time.
Work Environment :
Normally air-conditioned office with occasional exposure to prevailing weather conditions of heat, humidity and dust for approximately 20% of the working time.
